Something like that , flannel lined pants, is common in country where 10 below is a warm winter day and the wind is only blowing about 15 - 20 MPH.
I always preferred, and still prefer, corduroy pants for cold weather.
I wouldn't be caught dead in any other sort of pants, including jeans, excepting of course when I'm required to wear a suit.
I dunno how corduroy stacks up when it comes to cushioning against the cold, but it's just a preference I've had since I was about, oh, two and a half feet tall, including in shorts (although nowadays I wear khaki shorts--but in winter, it's still corduroy pants).
