Not everyone who steals does so because they're "down on their luck". A thief will steal as the opportunity presents itself. Most poor people I have ever met would much rather swallow their pride and seek charity for themselves and their families rather than dishonor themselves and deprive others by stealing. Are there no food stamps, WIC, or food banks where this DUmmy lives. There's a good chance that the thief, seeing bags in an unlocked car, thought there might be something really valuable in them and just grabbed them up. If the DUmbass had just driven around the block, she might have found her groceries and bags just dumped out on the ground somewhere, the thief being disappointed that he got nothing but pumpkin donuts, or whatever.
That's assuming, of course, that a word of her story is true.
But the possibility of it just being the work of an opportunistic thief wouldn't fit into the narrative of all the "poor, desperate people out there starving to death as a result of Rethuglican policies". Nor would it allow for the sidelong self-congratulatory pose of being, "not vindictive to those who are not as fortunate as me".
