The article says that he does not have diplomatic immunity.  The twelfth paragraph of the story:

But, there's no mention (unless I'm blind) of what the first name of "Browne" is.

Doesn't sound like he does, but crime accusations are exactly what diplomatic immunity is for...it prevents a host country from trumping up a criminal charge and then trying the offender in host-country courts.  All the host can do is declare the diplomat 'persona non grata' and kick his ass out.
