No, it's not "standard". I see the decision not to award him a severance package as being a political one.
If he left the department due to circumstances beyond his control and if the budget permitted it and if the city council of Ferguson/chief of police agreed to it, maybe.
But any decision to award Wilson a severance package is tacit acknowledgement that his actions were correct, appropriate, and approved. The city will not do that, out of fear of further retribution by the thugs that have been terrorizing the city.
It's a sad state of affairs when you employ a man to protect your citizenry, he does so, killing a bad guy in the process, but then pull the rug out from under him because of the race-baiters and their thugs.
