What do I do to dispose of personal care products?

Again, I'm clearing out my father's home to sell it.

There are at least 20 half-used bottles of shampoo, conditioners, cologne, aftershave, etc.
 
I want to recycle the bottles but I don't feel I should pour the contents down the drain even with water filtration, etc. Nor do I think I should pour them outside. I'm not going to use them.
 
Do I just empty them into the garbage and recycle the bottles?

1. Tough call, available services vary by location.

In some parts of California, for example, waste disposal services might take them all and do the right thing.
 
Some cities might allow donation to shelters.

In no event should they go into the sewer or storm drain.

In most cases, however, it's probably best to dump them in a landfill, unless they are petroleum or solvent based, in which case they present a special hazard.
 
Good on you for wanting to know and wanting to recycle the containers, at least.

It seems to me washing the stuff off one's body and out of the hair sends it down the same drain.

Can these people make no decision at all on their own, without a hive consensus?

I don't know if homeless shelters or other crisis centers would take these or not. Some places, it would not be legal for them to take them. But it would be worth a call.

Here's a great idea for the DUmmy:

Put all that stuff in a box, and put the box in your car.

Drive around town.

Every time you see one of those "homeless" people panhandling at an intersection or on-ramp, give them a bottle, jar, or box of used personal care items.

Be sure to shout "You're Welcome!" at the top of your lungs when you give that bearded hobo a half-used box of Tampax. You'll really make his day!

And please, oh please, take a video of each act of kindness so we can enjoy it, too.

Come to think of it, that would be a great idea for the other DUmmy who can't figure out what to do with her dead gay son's old gay sex toys. Hobos love butt plugs!

Who knows? If this DU person has a hairstyle like mine - very wide part down the middle - Nair might make it grow back.
