Before this 35-foot buffer zone, MA had a much less restrictive floating bubble buffer, which SCOTUS had ruled constitutional for another state. But the State of MA was not satisfied, and concocted this law that all 9 Justices recognized at grossly unconstitutional. Hatred and overreach got smacked down.
I haven't looked around to see where this leaves MA. If MA legislators were careful and smart in coding thislaw, they would have included a clause to reactivate the old law if this new one were struck down.
