We should tell all future Mount Everest climbers that once they have reached a height of 21,771 feet or basically the location of camp 2, they can turn around because based on the logic of the dumbocrats their summit bid has been a success.
A more accurate analogy would be that they get credit for the climb if they can see, or at least visualize, the 21,771 foot level from where they end up. The goals were based on the number of previously-uninsured enrolling all the way through payment, but there are three ways that falls short of the number being booted by DC:
1. "Enrolled" doesn't mean "Paid," and it takes "Paid" to make the rates work;
2. The young and healthy, who are necessary to make the rate structure work, are staying away in droves, and the MedicAid-eligible or previously-uninsurable net drains on the rate structure, are the ones who (Understandably) are eager for it, and therefore make up a disproportionate percentage of the sign-ups.
3. The sign-up targets are based on the previously-uninsured, however a large but undisclosed percentage of the "New" sign-ups are people who were previously insured but lost their coverage due to the Draconian implementation of ACA by HHS.
