I believe it works because the code in the page calls a java script called "show_ads_impl.js" from pagead2.googlesyndication.com.

The java script clearly works with cookies. Cookies are what enables the ads to be transportable between websites and browser windows which explains why you can look at John Deere's website, go here and see an ad for Deere then go to HotAir (for instance) and see an ad for Deere.

It's a metric, but not the only one. When I bought that scooter, those damn ads popped up all the time after I visited that site. I have an Infinity ad on here now, and I don't drive cars nor was I searching for one.
