Only if it has a 'cash' benefit on it. Those who have those with only 'SNAP' can use that only for food. If you see someone using it for that, then they get welfare and not just food stamps. Just fyi.

Not when it is common practice to sell your snap only card and then have it replaced within the week. >20,000 a month are replaced while the old card is not cancelled.

There is something seriously wrong with our system, when people with EBT cards, can use them for all kinds of things. These cards purpose is to be able to buy neccessities that your family needs, If you want above and beyond that, GET A JOB!!!

At least one representative get's it, but not likely to pass into law.

"The bill they intend to file would study whether the technology exists to restrict welfare recipients from withdrawing cash on their EBT cards, charge a fee for the 20,000 replacement cards issued each month, restrict beneficiaries from spending their benefits outside of Massachusetts and the five states along its border, and require signage in establishments prohibited from accepting EBT cards."

I have only rented ONCE in my life when I recieved my deposit back in full.   I learned to carry a cam cord to photo everything before I left.  Stick the camera down the toilet, into the stove and refrigerator and walk room to room showing all windows intact with undamaged screens. Photo the ceilings and the floors.

When moving in have an inspecting walk through with the land lord.   Ask for records on when the carpets were installed and last time walls were painted.   Insist on records to show when maintenance is or was  needed, when done and what.

Training from Navy housing for years.

Problems come when one rents an apartment and moves out of state and they cannot get their deposit back unless they return to the state to fight false claims of damage.

Yes land lords will find any reason to evict a section 8 family to move in non government renters for $3-4 hundred more.

Carpets are a bitch and if one moves into a home with one 15 years old in My State, the renter has no responsibility to replace it and if last time painted is 5 years no responsibility to repaint it.   If the appliances are 10 years old, the hot water heater begins to leak, or the windows begin to come loose, not the renters fault nor is the damaged caused.

Responsibility's of a renter are to keep the unit clean, alert landlord to roaches, rats or bed bugs..    When a problem with heating or air conditioning comes, yes alert them and if the land lord ignores then then keep a record .

I would like to mention that I saw Rug Doctor carpet cleaners available for $25 a day at my local grocery store yesterday.  Find a few neighbors to split the cost with and it would only cost a few dollars per person.

I got my full deposit back from my last landlord.  My current landlord requires that I show him a receipt from a cleaning company and proof that I used a carpet cleaner when I move out, or he will deduct the price of both from my deposit.  Mind you, I left my last apartment cleaner than the so-called cleaning company left my current place before I moved it, but oh well.

Won't work.

I wasn't talking about fraud obviously. I was talking about how the card works in general when an individual is receiving those benefits legitimately.

More fraud goes on with the landlords then the renters.   Military family's get the shaft as they go from one duty station to another.   The wait for housing can be 18 months or more so the family has to rent.

First ,last month, and security deposit are costly. Utility's can be iffy.   Rented a home and the water department would not turn on water and sewage due to the last tenant skipping on the bill.  The landlord was on vacation so we had to foot the bill to get water and when the landlord came back fight for 2 months for him to reimburse us.

Could not break the lease and move else where, the landlord made our lives miserable coming in at all times of the day and night to  inspect his property.  He was wanting us to break the lease and keep the security and last months rent and angry he had to pay the last tenants water bill.

We missed the clause in the rental contract giving the landlord permission to inspect at will---no notice.    I came home one day to find the landlord going through my underware draw, he said he was looking for bugs as I complained about seeing roaches in the kitchen.

Fortunately we were allowed dogs, so off to the SPCA to get the biggest one we could find.

We lived there for one full year before Housing opened up, once we got the dog we had no problems with the landlords surprise visits. Moving out was a problem I hired a cleaning company to for $50.00 come in clean carpets kitchen and bathrooms. This was back then good money, then it took us to have to go to the housing support on base to get our security back.

Little known fact, the Military can place a home or apt. off limits if they find the landlord is abusing military renters.

Scams out there for all renters, especially the Military family's.  Don't know about those on section 8 or just every day renters, like buying a used car as is, CYA and when moving read everything in the lease. Go to your local library and check State laws on your rights as a tenant and don't sign them away.

Rented my home once and when the tenant left they stole everything from the ref. and stove to the door knobs.
