Well, she has the internet, why the hell doesn't she just google "homemade cleaner for carpet stains". My guess, it will involve some kind of white vinegar & baking soda. I'm sure, since both are used in cooking, food stamps would cover them. You can buy baking soda for less than a dollar at Walmart. Bet the Dollar Store has it 2 for $1. I KNOW vinegar would be covered.
Not only do these people bitch about everything, they don't have enough sense to figure out if there's a solution they can afford. Who's paying for her internet? If I was her, I'd consider having a home more important than the internet and go without for a couple months so she can pay for her carpet to be cleaned. Or she could just do without it for a month and rent one of those ones they have in any grocery store.
Maybe one of her neighbors has a carpet cleaner she can borrow. When I had carpet (HATE carpet, even if you vacuum and clean your carpet all the time there's still dirt underneath) I had one of those cheap ones you can buy at Walmart. Worked pretty well in between professional cleaning. Maybe they wouldn't panic so much if they had some common sense and imagination. But, what do you expect? After a while, when someone else takes care of all of your needs and you don't have to do anything in return, you're so dependent you can't think for yourself.
