The legal age in India, like most of the civilized world, is 18 and 21. The Hindu religion might promote early arranged marriages, but as in the USA, the culture does not allow for these inappropriate unions (unless it's for muslims).

Arranged marriages are odd, most times the partners have never met before the wedding. Lots of haggling among the fathers for the Dowry or bride price.
India is a bad place to get into this, if a husband divorces his wife the Dowry has to go back to his wife's family. If the wife cannot produce a son, the husband needs a new wife that can. What to do with the present wife, cannot divorce her and loose the Dowry, only if the wife dies does the husband and family keep the Dowry. You see where I am going.
Asians seem to do well with arranged marriages, seems like it is months after the marriage that after they become friends do they become physical. This is not a sold bride but an arranged marriage.
Europe has for hundreds of years arranged marriages of their sons and daughters to other country's to keep the peace.
In no way is this some kind of Middle Eastern thing, this is a beginning of time survival method for those that control Kingdoms or even small African villages.
Think back to the Old Testament and the king that was sent a wife and she arrived rolled up in a rug. Quite the grand entrance that is still talked about today.
