The only thing I have to add to this thread that I don't think has allready been mentioned.

The boat does not seem to be up on plane so, if true, it's not going that fast.

It depends -- Is he north of Niagara Falls, heading south ? If so, then yes - He has a great deal of experience piloting the Ship Of State downward. I'm sure piloting a simple Bowrider downward is a piece-o-cake.
