Geez....I'd have absolutely no problem with that.....so long as EVERY voter using those paper ballots had to present a valid photo ID before dropping his/her/its ballot in the box......

The other thing is, within a state,
all precincts should be required to report at exactly the same instant, the same split-second. This would involve precincts having to delay reporting results because other precincts aren't done yet, but that's okay.
How well I remember the U.S. Senatorial election of 2006 down there in Missouri; how St. Louis managed to manufacture votes for the Democrat candidate (and eventual winner) after all the other precincts had reported.
And there's always the classic case of Chicago waiting until downstate Illinois releases its results.
The results should be sealed until
everybody's ready to report, and then released at exactly the same moment.
