He wants attention. Let him crawl up next to you, and scratch him gently on his side. Cats don't like to have you come directly at their heads with your hand, unless they are very used to it. Your little guy isn't yet.
Brushing up against your legs is his way of "greeting" you or wanting your attention. So is turning his rear end toward you and/or having his tail quiver. The tail quiver means he's really happy to see you.
Out of our 3, only one likes to be picked up and held, and she prefers to be held against chest and shoulder just like a baby. The other two, prefer to crawl up onto us, and then attach like slugs....but it needs to be their idea.
