The technology he's talking about has been known and used for a very long time, albeit without the wind and solar part. The hydro part requires a very large amount of space and very particular topography and hydrology, so there are a limited number of places where it can be used, and there are not so many of those places that also have productive solar and wind potential.
Larry is probably also blissfully unaware of transmission loss and thinks wind farms in Nebraska and solar arrays in New Mexico could power hydraulic reservoir pumping in the Cascades (If you could ever get the environmental documentation and permits to actually allow you to build an installation there, that is).
