'Nits make lice' is a moral low-ground approach. The US does not INTENTIONALLY target children, but if there are children present, neither does that mean the fire mission is necessarily cancelled either. It's a judgment on collateral damage that depends on the target, the mission, and the quality of the intelligence (To include even knowing whether there are kids on the target). That's why we have ROEs, and that's why there are consequences to breaking them.
