Y'know, in the old days, a commander might do something like this and then either acquit the Soldier at the 15 hearing or just never actually process the 2627 after the ass-chewing, which effectively shortstops anyone higher jumping in to take over and screw them. But these days, if I was in one of the SEAL's shoes, I would have no trust or confidence whatsoever that any flag officer was looking out for me or the good of the service in that kind of way.
