Bill Clinton's 1993 statement that "everyone gets a chance to have their fair say" was an interjection he directed at people in the audience who were interrupting him from speaking. If one looks at the context in which the statement was made, one can easily see that the statement had nothing to do with what was being said but rather was an attempt to get the people interrupting him to let him talk.
