The merchandise was locked up. NM took preventive measures.
However, NM employees and security people (if any) are probably required - forced by NM's insurance company - not to interfere with shoplifters. I know for certain that Walgreens has this requirement. If NM does, any store employee who tried to stop a shoplifter would do so at the risk of their job, even if they succeed.
Unsurprisingly, DUpipo blame the victim rather than the thieves.The SF (and other Bay Area) situation is a combination of: Prop 147; a prosecutor who won't meaningfully prosecute misdemeanor theft; SF subsidizing homeless druggies and mental cases; organized gangs.
