I guess DU-moron MattP doesn't realize that every fraud or otherwise ineligible person is a "small target", one of hundreds of thousands (or more) "small targets" that add up to hundreds of millions or billions of dollars of social program fraud and waste.
This kind of regular scrutiny is not that unusual. "Kim Butgar" cites an example of annual review. From a person who works at a hospice, I know that people receiving hospice care (usually Medicare) are checked quarterly, with a face-to-face required annually. Fraudsters make everyone's life just a little more complicated (and sometimes a lot more).
