In CA, the "de-instituitionalizing (of) the mentally ill" began under Gov. Edmund "Pat" Brown (father of Jerry Brown), a D. It continued under Reagan, but it became a Lib/Prog cause celebre because it was the 1960s, Reagan was an R, and members of the nurses' association (don't recall if it was a union or a professional association) lost their jobs as some facilities were closed.
The rather humorous cognitive dissonance among Libs & Progs was their simultaneous condemnations of Reagan and love for
One Flew Over the Cuckoo's Nest, the book and the movie. Laws were also passed in the 1960s (D-controlled Congress, Ds in the WH, except for 1960 and 1969) that made it extremely difficult to commit some one involuntarily.
But claiming, "Reagan emptied the mental hospitals!" is far easier than delving into the history and learning what actually happened.
