1. I would not treat a clerk that way
Sounds like Skittles once (or currently does) had a job as a clerk. Clerks don't make such policies, nor (for that matter) do shift or store managers. If GRD really was so exercised that (s)he couldn't set the purchase aside, go to the car and get his/her ID ((s)he had a credit card by not a DL? really?), why take out his/her native petty
A-holery on a lowly clerk (who could be fired if caught not following the policy)?
Now, why might Rite Aid have such a policy? There are organized groups who literally exist to try to ensnare retail establishments that sell cigarettes and liquor by sending in under-age young men and women to try to buy beer or cigarettes or whatever. I'm guessing several Rite Aid stores got caught through some clerks' misjudgment, and Rite Aid is either doing more than is legally required so as to boost clerks' vigilance, or some regulatory agency may have imposed this on Rite Aid in that state.
