In context, it doesn't sound nearly as bad as it's being painted, but even in context it still doesn't sound like she has a clue.
I listened to it, trying to be fair and give her the benefit of the doubt, thinking "Maybe she was just inartful in saying that we need to get inside their heads, understand where they are coming from and what motivates them to their goals in order to get the upper hand or achieve what we need, either to achieve a military-political victory or if it ever comes to having to negotiate with them on anything."
But no, there was really no way her remarks could be taken to mean anything besides "We are the bad guy and we need to stop being mean to them and give them things they want."
