And they muck up everything. We have laws that contradict laws that contradict laws.
Years ago when I prepared taxes, I was forever looking up IRS cases that favored my clients. It was not uncommon to find identical circumstances with opposite outcomes. I thought then that the whole thing needed to be thrown out and made simpler. Can't wrap my head around how complex it is now.
The head of the IRS under Ford said about the same thing. He said you could call IRS and get different answers to the exact some question. He also said he was the head of the IRS and he didn't understand half of the tax code. He also wanted a straight forward tax code saying most Americans should be able to do their own taxes on a post card. He didn't last long after that.
He also stated that the tax code would never be simplified because to many CPAs, tax lawyers, IRS employees and others closely associated with tax law would become unemployed.
