Johnny, IIRC on the history, it was somewhat more complicated than that, and owed a lot to some peculiarities of Weimar Republic law, the nature of Parliamentary government, and 'Emergency Laws' rammed through in the wake of the Reichstag fire. Our system doesn't really share the first two, and although the Patriot Act shows Congress can pass some pretty wild laws under dire circumstances, so far there hasn't ever been anything from our Congress giving the President the kind of unchecked, sweeping authority that Hitler got.
