Illegals cross the border and Obama gives them free transportation to spread them out and make it harder to keep track of them. 

Sheriff Joe Arpaio should be named head of ICE when the next conservative is elected. He could just build camps on the border and keep them all there.

They're probably then instructed to go to the nearest welfare office.
