San Diego has been having a nice (for real) discussion on raising the minimum wage and offering (by mandate) five days of paid sick leave to all workers.

Yeah! But it is not as simple as that.

For obvious reasons we have been following this... press, it's what we do.

So the discussion started soon after Bob Filner stepped down, when Todd Gloria, San Diego's Council President, became interim mayor. That was oh August September time frame, last year.

Then we had the first "formal hearing" in May before one of the committees, and hearings all over town. Conversations have been ongoing since at least May. They probably started earlier than that with both union and business leaders, but.

Today we had the second hearing at the committee level and on the 16 the Council takes it over.

No, they will not vote on the final product on Monday. According to Gloria this will happen later in the Summer.

Why am I giving you a summary of a very local issue? Many activists (and reporters) think for some odd reason that anything like this is a one shot deal, one hearing, you are done. Policy initiatives of this sort take at times years to move from first glimmer in the eyes of activists, to actual implementation. For the record, San Fran has come to an agreement to raise theirs to 15, and they have been leading the way in the mandate arena for ten years now. Their initial agreement, that raised pay just at the airport, took three years to hammer.

One of the things one learns by covering things like city halls, is how complicated these things are. Also how many myths survive as well, (regarding this, most minimum wage are teenagers, a dominant wrong headed meme). At times the pace of policy makes a glacier look fast by comparison. Then there is the unintended consequences. One concern raised by one particular group were the home health care folk. Not all is paid by Medicare \ Social Security and all that, so the increased cost might drive some seniors (how many is a good question) to institutional care. Nor are the workers themselves paid that well.

Now take it national, because these compromises are happening all the time at local levels, The problem in DC is that right now... we have zero impetus to compromise on anything, which is essential to good government. Hell, we have some of that in state capitals as well, gridlock that is.

Now all that sound and photos... and perhaps, since they do the legislative review, I might have a second story, perhaps a third from the morning. And yes, LOTS of sound. Like three hours of it. Thankfully I break it into chunks, so finding what I need is much easier.
