UNION COUNTY, N.C. -- The mother of an 11-year-old boy found handcuffed to a porch with a dead chicken tied to his neck says she feared her son was being mistreated by a DSS employee, who doubles as the boy's legal guardian. She says she reported her concerns, but the complaints fell on deaf ears.

 Child Protective Services Supervisor Wanda Sue Larson and her boyfriend Dorian Harper, both 57, are charged with child abuse, false imprisonment and cruelty to animals after a deputy found the boy Friday at a home on Austin Road.

 "I always thought my son was too skinny," the 11-year-old boy's mother said Tuesday during a phone interview. She does not want to be identified. She says her son always complained about being hungry and even went to a neighbor's house begging for food.

This gets worse. The biological mother knew something was not right, but no one took her seriously.

Local TV has been following this hard and fast. The guy is an ER nurse and the woman a DSS supervisor. They get paid to take care of (at this time) 5 kids. The neighbors have called the police on them several times to check for child abuse. These times/cases were not thoroughly investigated like they should have been because the woman was a DSS supervisor. This time they finally went to far and the office couldn't be dissuaded from a thorough investigation.... he called for backup. Upon inspecting the house, they find it full of trash and feces on the floor every where in the house.

I think the NC SBI should be called in to do a complete investigation of every person in the DSS department and any and all child any one of them have housed in the last 5 years.
