By the same principle, someone who has never served in the Armed Forces can "declare" himself to be a combat Veteran, and state his intent to live as a combat Veteran, and to expect Veterans' benefits.

There are at least a half-dozen DUmmies who fit that description. A few actually did serve, then added imaginary combat experience.
