Just my two cents worth.  I see nothing wrong if she was at a swimming pool, but at a water park they might be worried that she might have a wardrobe malfunction on some of the rides.  Not something they'd want a family friendly place.

I think the ruffles are just a part of the bottoms than many wear to give a little camouflage to their bottoms.

Well, Thundley makes a good point.  Those water parks can be a little foreceful on the swimwear.  Those big long slides?  You can easily lose your shorts.  I wore a one-piece with board shorts just to be on the safe side.
