Florida House and Senate budget leaders have awarded Palm Beach County Sheriff Ric Bradshaw $1 million for a new violence prevention unit aimed at preventing tragedies like those in Newtown, Conn., and Aurora, Colo., from occurring on his turf.

Bradshaw plans to use the extra $1 million to launch “prevention intervention” units featuring specially trained deputies, mental health professionals and caseworkers. The teams will respond to citizen phone calls to a 24-hour hotline with a knock on the door and a referral to services, if needed.

The goal will be avoiding crime — and making sure law enforcement knows about potential powder kegs before tragedies occur, Bradshaw said. But the earmark, which is a one-time-only funding provision, provoked a debate Monday among mental health advocates and providers about the balance between civil liberties, privacy and protecting the public.

Bradshaw said his proposal is a first-of-its-kind in the nation, and he hopes it will become a model for the rest of the state like his gang prevention and pill-mill units.

“Every single incident, whether it’s Newtown, that movie theater, or the guy who spouts off at work and then goes home and kills his wife and two kids — in every single case, there were people who said they knew ahead of time that there was a problem,” Bradshaw said. “If the neighbor of the mom in Newtown had called somebody, this might have saved 25 kids’ lives.”

Bradshaw is readying a hotline and is planning public service announcements to encourage local citizens to report their neighbors, friends or family members if they fear they could harm themselves or others.

The goal won’t be to arrest troubled people but to get them help before there’s violence, Bradshaw said. As a side benefit, law enforcement will have needed information to keep a close eye on things.

“We want people to call us if the guy down the street says he hates the government, hates the mayor and he’s gonna shoot him,” Bradshaw said. “What does it hurt to have somebody knock on a door and ask, ‘Hey, is everything OK?’ ”

That’s enough for Senate budget chief Joe Negron, R-Stuart, who helped push through the funding last weekend.

He said he met with Bradshaw about the program and “got assurances from the sheriff that this is going to be done in a way that respects people’s autonomy and privacy, and that he makes sure to protect against people making false claims.”

Mental health advocates, however, worry about a potential new source of stigma, and the potential for erosion of the civil rights of people with mental illnesses.

“How are they possibly going to watch everybody who makes a comment like that? It’s subjective,” said Liz Downey, executive director of the Palm Beach County branch of the National Alliance on Mental Illness. “We don’t want to take away people’s civil liberties just because people aren’t behaving the way we think they should be.”

Bradshaw acknowledged the risk that anyone in a messy divorce or in a dispute with a neighbor could abuse the hotline. But, he said, he’s confident that his trained professionals will know how to sort out fact from fiction.

“We know how to sift through frivolous complaints,” he said.

The proposal still needs the blessing of Gov. Rick Scott, who has line-item veto authority.

But if it goes forward, Palm Beach County’s already stretched mental health and substance abuse providers could find themselves even busier. There is no ready source of funds once the $1 million runs its course, as there hasn’t been an increase to community mental health funding in many years.

“Our community agencies throughout the state don’t have the funds to meet the needs they have currently,” said Bob Sharpe, CEO of the Florida Council for Community Mental Health. “It sounds like it could work, but with no new funding we’d have to find it within existing resources.”

OK, so what have we learned?
1) The sheriff ADMITS there will be false calls.
2) The sheriff will now be able to watch/monitor/wiretap the innocent victim without any court review.

Essentially this is a license to take guns away from conservatives or any free man. and with calls being anonymous, any cop can use a payphone to sidestep all sorts of legal hurdles.

I'm sure Kenneth Chamberlain, Sr., would love this if he were still alive. Unfortunately he was murdered by the NYPD because he accidentally triggered his medical pendant and the cops showed up to "help" him. He rightfully ordered them to leave, stating that he was fine, but instead they barged through his steel door after an hour of trying to pry it off and shot him dead as he stand in his boxers completely unarmed. And that was not an isolated incident.

The poster doesn't quite have his facts straight. According to two sources, Chamberlain was armed with a knife. One source said he was also armed with a hatchet. Chamberlain was first tased, then shot with a beanbag round, then finally with live ammo in the chest. He later died in surgery.

The gist of this mini-story is that if the cops have it in their minds that you absolutely "need help" they will break down your door. And if you tell them repeatedly that you don't have a problem, that you're not having a medical emergency, and that you want them to go away, that is no guarantee that they'll do so.

And, of course, if you have the temerity of arming yourself with a knife and/or a hatchet, be prepared to die. Even if you didn't want their help to begin with.

Back in the early 70's we decided to get a CB base station and one for the car. We at that time had to fill out a questioner and one question was " Do you belong to the John Birch Society. Our licence to operate a CB was call letters KGU7792. Not 2 years later no license was needed but darn the paper work we had to go through to get a license in the past.   

Hubby at the time was a 15 year veteran of the sub service and neither of us had any idea of what the heck that was.  Off to the library I went and was afraid to check out any books on this Society so had to read them at the library. Yes my parents and EX made me paranoid as his carear was at stake and the Military was very techie at that time.

 Live in a civilian comunity and some time sooner or later someone Will turn up with questions about a neighbor that needs security clearance ----  One question is " Do you know or aware of any books the read.  This was back then, I don't know what security does today but they are not doing their job in any way like they did before. 

Today if I said the neighbor had Gay magizines  all over the house, he was a Muslim and belonged to a gay biker gang, No problem he would get security Clearance and perhaps given a higher job then he applied for.

 Why is it those that keep their nose clean get past over for those with horse shit all over their face ???

Since this is in Palm Beach County...I imagine the first of those fake calls are going to send police to the gated residence of one H. Rush Limbaugh III.  Repeatedly.

It won't surprise me at all to have him come on the air one day to report he was pulled over, met in the lobby of the broadcast studio or questioned at the Sheriff's Office because someone filed a report "and we have to take all reports like this seriously".

Teacher--- now children we have a policeman here to speak to you about drugs.  For you in the second grade this Officer will burn a small amount of  what is known as Pot or Weed on the streets so you can recognise the smell.

Before he does this I need to tell you just how dangerous this drug is to our family's, friends, parents and your siblings.

Unfortunately few know the danger of this drug, we know it is illegal and people do spend years away from us in Prison. If only someone had gotten them help, Kids like you the true Hero's.

Fortunately we have a plan to educate people on the dangers of this drug and those with it do not go to jail or die from this drug.  Only YOU can help your parents and friends by reporting to us any use you may find.  It is YOUR duty to help those that may not know the danger of its use.

You can become a Hero by reporting any drug use and we can HELP them.   It is best if you do not mention this class to family, you could get in trouble if they knew, The family loves you  they just do not understand, we can explain it to them.

I remember those times and everyday people were scared shitless especially if in the Military or had a governmet Job. Don't talk around the kids or a warning to us kids not to repeat what we heard in the home.

 We lost a Pastor of our small church as he questioned  freedoms of people to speak their own mind
 with no fear. 

Then the days of terrorism to us as we kids had to Duck and Cover.  I cannot tell you the paranoia we kids were raised under.   We had to watch Government films every week in school that in this Navy Airforce comunity the adults in service just laughed and shook their heads at.   All this crazy misinformation we were given ,the Adults knew it was crap so someone concentrated on the schools where the kids knew no better.    Hell they told us in one film that when we went outside to play or ride a bike to always Carry a white sheet in case we saw a Mushroom cloud,  Duck and cover, never any mention of dead family and friends.

I came home one day to tell Dad about a film showed to us in grade 5 about how we should not worry about radiation poisoning, I could break out in a rash but in a couple of weeks it would go away.  Poor Dad he just sat down very heavy in a chair and kept asking me just what I remembered from the film.

Don't know what goes on in a child's mind, somewhere I got the idea that the Rosenberg's were minor players in the Russians getting knowledge on how to build THE Bomb.  To this day I wonder what happend to their 2 sons.   Wondered if they were scape goats for someone high up in our government that was a sell out for money.

I do remember the Big K pounding his shoe on his desk at I believe was the UN and at one time saying Communist would bury us not by war but economically.

Odd days to be brought up, in a way I can almost understand the kids my age becoming Hippies, brought up on Paranoia of the adults and taught they could die due to the Bomb and if surviving not to worry about radiation poisoning.   Only vanity they said the spots will go away.

I do wonder Dori my dear, if the people today have any idea what Communism is, hell many do not even know how our country's work much less others.    Just for the hell of it do as someone did , take a clip board to the nearest college or highschool and tell the students and teachers you are looking for signature's to repeal a number of constitutional issues, most will sign to repeal the woman's right to vote and bring back slavery.

Interesting times.  All we today can do is to go back to the old Duck and Cover, personally. Keep a low profile and prepare for time ahead we cannot at this time imagine.    I sure never expected America to go the way it has 40 years ago, or even 10 years ago.
