Yes, the motivation is money. It is a system that is pushed onto the country at the federal level, structured at the state level, and administered at the county level. It is all about increasing funding which is based upon head count and little else. They cannot allow the head count to drop or they lose funding. the fact that perfectly good and innocent families are being destroyed doesn't matter to these EVIL commies.
Family/children/parental rights has been a topic that I researched and tracked over a decade after a family that was close to me was needlessly and mercilessly destroyed by CPS with no real proof or evidence that abuse actually occurred. CPS is a gestapo-like organization that does not require evidence to destroy a family. Family court judges will not hesitate to tell parents that their Constitutional rights mean nothing in their courtroom. The parents are also legally gagged from telling the public what occurs in the family courtroom. It's a real convenient racket for the nanny state.

Anyone can put in a malicious complaint against someone they dislike. Any reason will do, say Hubby seems too friendly with the woman up the street, their married boy friend has dumped them so to get even a call to CPS against his wife.
Results count in CPS, get the parent to sign a paper saying they don't clean their child's ears properly or dress them by dress code for school, anything to get them to sign and admit they failed in one way or the other.

Some times these CPS workers will fall into the culture trap, their intent is to show that all calls they get are resolved by their hard work. Most people Lawyer up, this they like--proof that the parents have something to hide.
Culture is interesting, if they are unaware of the culture they dig a hole for themselves. They can claim that the child in public school has a couple of teachers, no names mentioned, that the children come to school dirty and hungry. But when they try that with parents that pay a hefty fee to send their children to a Catholic School, and they not knowing how the Church operates ,they really get into a mess when they lie about the interview with the NUNS.
The Cops are only doing their job when told to remove a child from it's home. Cops have no idea why they received these orders, they just carry them out. Can't blame the Police for following orders, it is not for them to question orders, just follow them.
