I think there is a conflict here.  If you go to the store to buy something you have to pay state and local sales taxes, but if you order that item on-line you don't. 

If I read it correctly, the tax only applies if that company you are ordering from has a store or distribution center in your state.

Could be opening a new far reaching ability to tax anything and everything.

"We don't like the idea of other states auditing our businesses," said Sen. Jeff Merkley, D-Ore. "They don't like the idea of being subject to both bureaucrats and potential legal action."
 

Norquist, president of Americans for Tax Reform, says the bill is about "money-hungry state legislators."
 
"This is a dangerous road to travel, and sets precedent for further expansions of state-level tax collection authority," Norquist says in a letter to supporters. "Take action now to urge your senators to oppose an Internet sales tax scheme that lets liberal states like California and Illinois tax across their borders!"
 

The Heritage Foundation says that "real conservatives" oppose the bill and that it would hurt online commerce, force small businesses to jump through new bureaucratic hoops and erode state sovereignty.

You have to wonder why Walmart is in favor when they already tax on internet sales. I pay tax on about half my Amazon orders.

I guess it depends on your state.  California collects sales tax on on-line sales.  I can see this being a big problem if it goes across state lines.

That's the way it works already.  Currently if you order from national giants like WalMart, Lowe's, Home Depot, and Amazon with cutthroat pricing power you will pay sales tax and shipping, if you order from a one-state business in the mid-sized to mom-and-pop range you only pay the price plus shipping.  It's one of the few competitive advantages smaller businesses have, which is why the megacorporations love this idea.

It isn't.  And that's how it's been for several years, which is my point.  In-state stores have always charged sales taxes for in-state on-line purchases.
