I don't get this at all.   I go to a restaurant, and service is completely conditioned on money I must pay in addition to the prices on the menu.   

If that is the case, then they need to implement a self-serve component to dining.



In some states they do get paid minimum wage to wait tables, before tips. So the sign is bullshit.
