apparently any reduction in the federal budget which is not a reduction just a slow down in increase. A reduction in the federal budget would result in massive layoffs of federal meat inspectors and thus would mean meat shortages as plants must have a federal inspector there at all times or meat workers would forget how to prepare meats safely. Amazingly countries all over the world prepare meat without the USDA overseeing them and there are not massive deaths to my knowledge from not having USDA inspections.
I have a feeling i am living in the stupidest country in history.
