Uhh, why have they not learned to build a nest in a tree, are there no trees where they are?
Ptarmigans are ground dwellers. There are not many trees in the tundra.

Oh, I also noticed that they get eaten by quite a lot of different species, I suppose that it is a noble act to donate all that protein to their neighbors.
They look sorta like pigeons, that is if you ignore the nose flaps and fuzzy legs and whatnot.Pigeons must be noble too.
I couldn't help but notice that the ptarmigan is on the ground and the pigeons seem to be on the side of a cliff.Damn sneaky pigeons!
Those pigeons have some pretty colors, too.
