Shallow Toilets Are A Health Hazard

I am not sure if this is the right forum for this disgusting topic but here is the problem:  For the last few years I have encountered a lot of 'shallow' toilets--probably designed for and by women.  Unfortunately they put these toilets into men's restrooms. 

Now I am what is commonly referred to as 'well endowed' but not to a circus freak level.  The problem of course is that my 'johnson' hangs down into the water when I sit on the toilet.

I have mentioned this to a few people but no one takes me seriously.  I am sure this must be a nationwide problem. 

My question is who decides the way toilets are built or is there some governmental agency that requires certain specifications for toilets?  This has to be a huge health hazard. 

There is also another problem with many toilets.  When you do your business they splash water on your butt and testicles.  These problems need to be addressed for the health of the nation.

I have the same problem. Don't know of a fix. Never accrued to me they may be issuing the wrong size toilet. It will be interesting to see where this goes.

I have a similar problem.  And when I say similar it's my balls that touch the water not the other part.
