Anyone can make a citizens arrest, It's one of our Constitutional rights. But good luck getting any law officer to arrest that person on your behalf. There's this little stumbling block for Liberals on the way to the Hague called "evidence". Seems you need some of that these days to convict anyone.

States have their own views concerning citizens right of arrest so there's probably 57 different laws. (Little Barack humor there)
