For the technical reasons laid out by Frank and BigDog, the story is of course bullshit. 

After being accused of broadbrushing, the OP does it some more, with his rule:

I've seen episodes of COPS where the victim picked up his stolen car at the scene where it was found. The perp was still on scene; but in handcuffs in the back of the squad car. The police never asked the victims if they wanted to press charges...
