You know, I disagree with this assessment, and have disagreed with it ever since seeing Barack Milhous's speech at the Democrat National Convention of 2004:

A short lesson in lib logic. If the object of their worship drives gas prices from 2$ to 4$ as a direct result of his policies, then, close to the election the price of gas comes down a penny, that is demonstrably & steadily improving a disastrous economy.

No, I agree there is no evidence neither from his records nor his actions that makes me think he has extra intelligence. In fact if you look at how he leads he does not appear smart at all. A smart leader would have pulled a "Clinton" and starting working with the republicans and try to get some stuff done rather than his all or none approach.

All I know for sure is 4 years from now, I don't want a bunch of excuses and finger pointing, I want to see some actual progress, and with 0bama we know we won't get any progress we will get more excuses and finger pointing. I am trusting that with Romney we will at least have some movement to things getting better, and not a bunch of blaming and excuse making.
