Negative growth in 2009 (- 3.5%), 2010 (3%), 2011 (1.7 %)

Too much money in Govt spending and not enough in private sector spending.

The GWB budget for his 1st 7 years was 19.84% of GDP on average. Making it stick wont be the problem.
