The very craziest, most out-of-control days of CIA weirdness were, not surprisingly, during the Kennedy and Johnson administrations, though some of the programs lived on afterward, lost to adult supervision due to all the major events from the Paris peace talks to Watergate and onward absorbing all the attention of those who were supposed to be watching them.... which is what happens when you decide to let a powerful central government determine what's good for you, with no checks and balances and a press establishment that walks in lockstep.
