Pretty simple really.
Does an action increase personal liberty without infringing on the life, liberty, and/or property of another? If the answer is "yes," the action is good. If "no," then it isn't. The nuance and areas of disagreement among conservatives occor, of course, in the shades of gray enabled by the second half of that question. But in all, it's pretty simple.
