Like I said before, I don't buy it there has to be some kind of catch to this.
The catch has already been discussed in construction magizines....and Caterpillar has built special off road trucks for the solution. You have to truck all the drilling sludge several hundred miles over frozen ground (no roads) to an approved landfill.
The trucks are converted end dumps. The dump beds are converted to heated tanks to keep the drilling sludge from freezing in the tanks. Because no roads can be built in that area, you have to drill and haul sludge in the worst winter conditions the great white north has to offer.
It's mostly election hype on paper to get votes only but it also,
IN MY OPINION, helps insure that there will be a disaster and that disaster will be used to shut down all future drilling in the north..
