I have not even the slightest idea what this means, however I am willing to bet very good money OS doesn't either. Who wrote this for him (or rather, who did he steal it from?).
The answer's hidden in an obscure comment made by the big oaf a couple of weeks ago.
The big oaf admitted the change wouldn't lower heating costs.
MUD (Metropolitan Utilities District) would have to buy the infrastructure of Black Hills Energy that serves that part of Bellevue, and we're talking a big chunk of money, which of course would be paid back with that 20% "savings."
It's a wash. The big oaf's the only resident in Bellevue who thinks this is important.
