I think it transcends that idea completely.

The Dems can't sign on to total and complete lunacy. Obama's budgets weren't worth the paper they were written on. The Dems knew that (as did Obama) and thus left it in the toilet.

The Dems in the Senate have done a magnificent job in stopping the budget process, because it's a lot easier to spend money through Concurrent Resolutions than it is to actually haggle about budgets.

Actually, I think Issa has several moles. Over time the Comte. has revised the document request very specifically.  I think he has seen or heard described most of the stuff he is asking for. I can see no other reason for the completely inappropriate privilege claim than panic.
