Actually, reports in Nebraska have to be released simultaneously, all at the same time.
Or nearly the same time.
Nebraska reports from Omaha first, Lincoln second, and then the rest of the state third.
It's an anti-political-machine mechanism, so that the Democrats in Omaha can't wait to see what the rural votes are, and then create "votes" if needed; it's something from the 1920s.
This is the reverse of most places (Chicago and Illinois, St. Louis and Missouri).
It works. Big cities should report first.
