22 employees? Isn't the Obamacare threshold 50?

Yes, but that's the point then, isn't it.
If you have less than 50 employees you either keep the higher cost...which is certain to go higher still...or you stop being competitive for the best labor by ending coverage.
Meanwhile, the 50+ companies that already enjoy economy of scale can now save thousands of dollars per employee. They dump coverage, reducing private insurance pools and increase government costs (guess where the gov't will make up the difference).
So it actually helps the bigger companies while leaving the smaller companies at a higher disadvantage including the higher taxes to cover expanded government isurance rolls.
ObamaCoup isn't helping the little guy, it's a boon to the bigger corporations.
