A reader asked me to check into information that President Bush was pushing a massive foreign-aid package to Mexico to help them secure their southern border against the flow of illegal aliens from Central America.

“We can’t even get our own border straight, and we are going to provide Mexico with funding so they can solve their problem,” the reader fumed. “I doubt the Central Americans are staying very long in Mexico anyway. We know where they are going!”

Assuming for the sake of argument that foreign aid makes sense at all, this is not as silly as it sounds; less silly than giving away multiples of this amount to Israel every year, for instance, which has a much more tenuous relationship to OUR national security. 
Pressure from the Central American states (and transients in them from points farther south, like our good pals Venezuela and Ecuador) are as big a problem for Mexico as Mexicans (Plus everyone who can sneak across their southern border on their way north) is for us.  There are also problems with 'Exported revolution' from the Lefter of the countries to the south destabilizing Chiapas State and the Yucatan generally.
