I would be remiss if I didn't question why an "environmentally sensitive" liberal individual would be driving a gas guzzling 2000 Ram, but I digress.....
Usually the turn signal flasher is located in/on the fuse block where fuses for the various circuits in the vehicles' electrical system are located. Don't have a clue about a 2000 Ram, but they (fuse blocks) are sometimes located inside the "kickpanel" in the front (where the driver and front seat passengers feet are generally placed) sometimes under the hood mounted on the fender apron, and occasionally behind a drop-down panel under the instrument panel.
Some older vehicles positioned the flasher inside the "mast jacket" (steering column housing).....
The vehicle owners manual usually contains a diagram showing where the fuses and flashers are located.....
